PLEASE NOTE California Massage Therapy Council (CAMTC) is a private nonprofit public benefit corporation, to protect the public by certifying massage professionals in California. For all questions regarding CAMTC guidelines for review of your Transcripts, please contact them at California Massage Therapy Council One Capitol Mall, Suite 800 Sacramento, CA 95814 www.camtc.org Email info@camtc.org Phone (916) 669-5336 Fax (916) 669-5337
CAMTC certification is voluntary. Neither the State of California nor CAMTC requires you to be certified to provide massage for compensation in California. Please note that some cities and counties do require CAMTC certification. We recommend that you check with your local city and county regarding their requirements. To practice massage therapy in California without CAMTC certification, your main alternative option is obtaining a local municipal massage permit, though availability depends entirely on the specific city or county where you intend to work.
Local Municipal Permits
City or County Permits: Apply directly through local law enforcement (police or sheriff's department) or city/county hall where local ordinances still issue business or practitioner permits instead of relying on CAMTC.
Verify School Status: Ensure your Bureau for Private Postsecondary Education (BPPE) approved school is also specifically recognized by the CAMTC if you ever decide to change paths, because non-approved school hours are frequently rejected for local or state credentials.
Helpful information for former students and licencing agencies :
Chico Therapy completed an application that was accepted by CAMTC, however the school closed in 2018 prior to the inspection to complete the process for Chico Therapy to become a CAMTC approved school.
Chico Therapy was licenced with CPPVE from 1989-1997 ,then BPPVE from 1998-2007 and with the Bureau for Private Post Secondary Education (BPPE)from 1992-2018 (with exception from July 1, 2007 through December 31, 2009, there was no regulatory body with oversight of private post secondary schools because of changes in California law).
Prior to the creation of the Bureau for Private Postsecondary Education (BPPE) in 2010, private massage therapy schools in California were licensed and overseen by two successive state entities: 1989 to 1997: The Council for Private Postsecondary and Vocational Education (CPPVE). 1998 to 2007: The Bureau for Private Postsecondary and Vocational Education (BPPVE), operating under the California Department of Consumer Affairs. [1, 2, 3] The Regulatory Gap (2007–2009)In July 2007, the laws governing the BPPVE expired due to a legislative sunset. This left California private postsecondary schools entirely unregulated at the state level for over two years. During this "regulatory vacuum," schools were asked to voluntarily comply with old standards until the California Private Postsecondary Education Act of 2009 officially established the current BPPE on January 1, 2010.
Local Licensing of Therapists is important to note that while these state agencies approved the educational institutions, they did not license individual massage practitioners. From 1989 through 2009, individual practitioners had to acquire separate business and police permits from each specific city or county where they wanted to work. This prompted California Legislature to pass the Massage Therapy Act, creating the California Massage Therapy Council (CAMTC) in 2009 to oversee voluntary, statewide practitioner certification
Contact Local Agencies: Call the local city clerk or police department business licensing division in your target work area to confirm if non-certified 500-hour practitioners are legally allowed to apply for a local permit.
